Add installation and configuration documentation

The project lacks documentation on how to configure the SDK. Existing documentation in Core lists several configuration items that either need to be duplicated in this project or referenced. The MinViableTendukeScaleConfig interface adds the licensingApiUrl configuration item, so we cannot just point or re-use the Core documentation.
