Do not send outdated customer notifications to Discord

Upon first activation of the customer notification feature all customers are automatically notified about the status of the current contract. However, this include contracts that have already been delivered for some time and can therefore lead to spam of many outdated and therefore irrelevant notifications on Discord.

Suggestion: Add restrictions so unsent customer restrictions that are older than a certain threshold - e.g. 24hrs - are not sent
