nvhpc test_utils_rect_2D_acc_dot fails with GPU autocompare

The autocompare GPU nvhpc unit test test_utils_rect_2D_acc_dot fails. This is likely due to repeated memory alloc/deallocs. This failure was introduced or exposed in !142 (merged), but the changes in the MR appear unrelated.

In order to keep moving the code forward filing this non-blocking problem as an issue to be addressed later. The test will be disabled for this CI job for now.
