Found a guard swimming inside a Vivec canton

I walked to Vivec (no coc) and while outside on the bottom level of the Telvanni canton, I heard swimming noises and saw ripples coming from underneath (inside) it. It was a guard and eventually he drowned, see picture: http://i.imgur.com/rffXY9j.jpg
