P2P Exchange - Handle sending fund

Once user clicks on Place order, amount order will be sent into two addresses

1. XEC / XPI fund
2. XEC / XPI fee fund (0.2%)
3. Limit amount swap >= 10 USD

Note: As discuss, total fund (include 0.2% tx fee) will be send to ONE address. Backend then handles and transfers fee to Fee fund address later when it has increased.
