Preserve "trigger branch build" behavior in PassingBuild

This behavior creates a pipeline for a passing build outside an
auto-deploy branch, and was unused at the creation of this tag. We're
marking this stage in history in case we should ever need it back.

been deprecated in favor of the Merge Train [1] and will soon be removed
