A visitor sees the single most important label, topic, or type for an article on its card shown on the front page and other lists of cards

Ideally Sahara Reporters picks just one of the three vocabularies as primary and required, and we do not have to worry about swapping in another vocabulary if one does not have anything in it.

But if we do have to swap, we need a clear order the priority of these three vocabs:

• Labels
• Topics
• Types
