A visitor can subscribe to a mailing list by providing their e-mail address

For now we can just add a form that makes clear the newsletter is a coming feature. How does that sound @seun.akinfolarin ?

Messages can include at the bottom, and more prominently in the first e-mail message, a reminder of how people got on the list: "Thank you for signing up on SaharaReporters.com to receive news updates by e-mail. If someone else signed up using your e-mail address, or you no longer wish to receive news updates, you can unsubscribe here at any time."

There is a dedicated mailing list module now but it is not well-maintained currently: https://www.drupal.org/project/mailing_list

We can use webform to collect e-mail addresses for now.
