Choose a license

Discuss options and choose a license for the project.

If we choose one that is OSI-approved, we can qualify for the GitLab Open Source Program, which would upgrade our org. Notably, it'd give us more free shared CI runner minutes, and a boatload of features. Most features we probably won't use, but some of the project planning ones like native epics would be helpful.
