Investigate different number of skipped tests in SQUAD

Issue Background

SQUAD shows differing number of skipped tests on succeeding builds. It is unclear how the number of skipped tests is established.

Issue description

This issue is about finding out how a test gets skipped and how SQOAD deals with this and comprises the total number of skipped tests.

Acceptance criteria

• It is clear how a test get skipped in LAVA and how this is reported to SQUAD
• Find out how the total number of skipped tests for a given build in SQUAD is put together
