Results of an MP bug find & fix session.  This solves a handful of desyncs, got some real testing against the code, yielding some great fixing.
This also produced a version that is able to be dropped into an existing save file.

Initial release of the mod set.  This set runs correctly when initialized as a scenario.  No known operation bugs (when initialized as a scenario) exist, but there are refactoring or redesigns of many parts which are expected to be done.
