Release: v13.3.1

- Bump PHP versions to PHP 8.3.9, 8.2.21 and 8.1.29
- Fix the `Dockerfile` so that it compiles on newer Alpine versions
- Update `README.md` file
- Remove deprecated `version` element from `docker-compose.yaml` file
