Cannot tag release after merging !63

Two builders are failing even on the second run: linux/s390x and windows/arm64.

This issue will track attempts to bisect, provided it's a regression somewhere in our code. We cannot yet rule out it might be caused by upgrading Go version on the builders. Let's see.
