No error message on accept/reject/waitlist failure

Problem

There is no information regarding when admission decisions fail to perform. Currently, the application silently errors when the user tries to accept/reject/waitlist users which are verified, confirmed, declined, accepted, or rejected.

Solution

There should be an error message or popup that states the previous action could not be performed on certain users. It should list which users it could not update and for what reason.

Maybe consider a manual override button.
