Public Tender vs Partner lead registration ?

Morning Sales ops Team,

Let’s say there is a public tender for a project that hasn’t been detected by Gitlab but detected by all the Partner Ecosystem and then all partners will log into our portal and registered the lead. So we will get many opportunities with many “duplicate” like "CompanyX via Partner1, CompanyXviaPartner2 etc etc". I think we should accept only the one who logged the lead first and giving him credit on the partner Margin and not the others..
