Generate about.gitlab.com/gitLab-com from features.yml
Description
The GitLab.com product page currently states "Enterprise Edition Starter" & "Enterprise Edition Premium" for specific tiers. In reality, not all features are available or relevant on GitLab.com. See https://gitlab.com/gitlab-com/customers-gitlab-com/issues/147 for further details.
In GitLab.com itself, we will have an option for users to see their plan and upgrade. As you can see, rather than stating "EE Features" we are actually calling out some individual features.

We would also like to link to the comparison page to show what features are available on Free, Bronze, Silver & Gold.
Proposal

Structure /gitlab-com similar to /products (four planes, feature comparison matrix, faq), do not mention community/starter/premium, but the features will be the same -
Do not add GitLab.com plan metadata to features in the YAML file, base them on CE/EES/EEP, but introduce a tag 'not_on_gitlab_com' -
Free and bronze have a note: 'Currently this plan still has many of the silver features, these will be deactivated in the coming months'. -
Gold has a note: 'All public open source projects have this plan without paying'. -
Update the Products page to highlight key features rather than "Enterprise Edition Starter" as per https://gitlab.com/gitlab-org/gitlab-ee/issues/2344 and link to the comparison page for more information
