Feature Request: Add feature to configure priorityClassName

Summary

Currently only the Gitaly chart has the option to configure priorityClassName.

We want to be able to configure scheduling priority for gitlab-runner workloads.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
