Docs: Re-organize existing content of index to align to user need

Summary

Our existing landing page is far too large, and with an excess of content. We should re-arrange this to better align for quick discovery. For now, we should not be removing content unless it exists elsewhere. The intent is to bring the important parts to the top, and better organize the individual sections.
