Replace ERB in Workhorse config with gomplate

Summary

As part of #2696 (closed) / &28 (closed), replace the ERB configuration items for Workhorse container with Gomplate implementation.

Details

  1. Add Gomplate to the gitlab-workhorse images (missing)
  2. Convert the contents of workhorse's ConfigMap workhorse-config.toml from ERB to Gomplate (!2218 (merged))
