Maximize use of arm64 components in a pipeline

Summary

initial roll-out of cpuarm64 testing in CI ( Add arm64 image testing to pipeline (!3916 - merged) ) has several components still using cpuamd64 . We need to revisit this and maximize number of components tested as cpuarm64

More specifically: we should be able to address nginx-controller and Redis deployment
