Allow installing Docker on image based on environment variable

The windows-server-2004-dc-core-v20200908 image does not existing in a -for-containers version, so we need to install Docker manually. We can do this by gating with an INSTALL_DOCKER environment variable, which will only be defined for 2004 jobs.
