Create Operator release submission validation script

Summary

Currently we release to multiple repos having single release issue. Automating validation of actual release may help with closure of release issue.

Acceptance criteria

The script checks the version is available from:

• OperatorHub
• RedHat Certified Operators
• RedHat Community Operators

And:

• A follow-up issue is created for reporting failed releases
