Create R/O Project API token in dev

In dev Create Deploy Token with read registry access for dev pipelines to be able to access dev registry.

Acceptance criteria

  • Deploy token generated with read registry permissions
  • Token value added to 1Password vault (GitLab Operator Dev Registry Token)
