Improve visibility for failed background migrations

When background migration fails but there is still some feedback for it, the only indicator for the failure is the 💥 icon. This is easy to miss, as it happened in gitlab-org/gitlab!159861 (comment 2006038044):

We should update the template and make such failures more obvious.
