Praefect reconcile subcommand should print progress

The Praefect subcommand "reconcile" can sometimes take a long time to complete, and it isn't clear if the tool becomes stuck or is progressing nicely. User friendly output should be printed to STDERR to indicate the current progress of the reconciliation.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
