Tag signatures RPC

Currently the tag signature and signed text have to be reconstructed within rails, see gitlab!27211 (comment 333325366)

Implementing functionality to provide signature and signature text for tags similar to GetCommitSignatures would simplify this for gitlab#19260 and gitlab#122157 (closed)

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
