Add telemetry to upload-pack

In upload-pack we have PackfileNegotiationStatistics, but at the moment it's not really possible to surface these. Also we don't know if the client wants to use bundle-uri.

It would be great if we'd log some of these statistics.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
