Update to Yarn v1.x

part of: gitlab-org/gitlab-ce#37658

since yarn is not currently version-locked (gasp! see #12 (closed) and #13 (closed)) this should be as simple as just fixing the current build failures (due to Chrome) and re-running the build pipeline.
