Make GitLab staging customer portal the default for the GDK
Overview
GitLab IT has been moving towards using the staging customer portal to administrate development licenses. The GDK should start to use this by default by configuring the following two settings:
export GITLAB_LICENSE_MODE=test
export CUSTOMER_PORTAL_URL=https://customers.staging.gitlab.comImpacted categories
The following categories relate to this issue:

gdk-reliability - e.g. When a GDK action fails to complete. -
gdk-usability - e.g. Improvements or suggestions around how the GDK functions. -
gdk-performance - e.g. When a GDK action is slow or times out.
