Move Git::Configure to gdk doctor

The following discussion from !3848 (merged) should be addressed:

    I just realize we already have lib/git/configure.rb. I don't till anyone is still using this. Ideally we'd join both together. But since gdk doctor is the "new way", but can probably keep this and merge in Git::Configure later.
