Upgrade to Bootstrap 4

https://docs.gitlab.com/ still uses Boostrap 3 which is no longer maintained. This causes some inconsistencies with the rest of gitlab.com and also some bugs that will not be fixed upstream (for example https://gitlab.com/gitlab-com/gitlab-docs/issues/256 which does not happen with Bootstrap 4).

Should we upgrade? 😃
