Follow-up from "Update label documentation"

The following discussion from !31093 (merged) should be addressed:

  Please note that the created label will belong to the immediate group to which the 
  epic belongs.

  Strong preference for this instead. Badges the feature more directly, doesn't leave ambiguity that the badge might only apply to the note.

  Because it's ambiguity, not wrong, we can follow up in issue.
