Update raspberry pi base image to new repo
The base image we use for the rpi_9 base image has been deprecated.
We should update the image from resin/rpi-raspbian:stretch to balenalib/rpi-raspbian:stretch. The rpi_10 image uses the correct image with !127 (merged).
