Always use $gray-950 for the right side of a scoped label

Currently scoped label font color on the right side is changing based on the background color.

According to this comment #1106 (comment 624973890)

Always use $gray-950 for the right side of a scoped label, and use either white or $gray-950 on the left depending on whether or not the label color has a 4.5:1 contrast ratio on white. (This is what's in Figma.)

• We need to set the color of right side of the scoped label to $gray-950.
• The left side of the scoped label should still use wither white or $gray-950 depending on what best meets at least a 4.5:1 contrast ratio.
