Add accessible data visualization palette variables

Purpose

Per the work in gitlab-design#719 (comment 295697480), this will add a new data visualization color palette.

For this new palette I propose the naming $dv-color-value, where dv is shorthand for “data visualization.” In common speech the hues could be referenced as “data blue,” or “data yellow,” for example.
