Commit ID is not stored for batch comments / merge request reviews

This is similar to https://gitlab.com/gitlab-org/gitlab-ce/issues/53953 but limited to batch comments / merge request reviews.

When leaving a merge request review comment in the context of a commit, the commit ID is not stored, so the discussion will display as on diff rather than on commit <SHA>.
