Feature Request: Add the ability to register a runner on personal projects

We're running GitLab EE (premium) at work, and sometimes I want to have a dedicated runner for just my jobs instead of using a shared runner. One way of doing this is by creating a group and putting a project there, but it'd be nice to have a way to associate a runner to a user and allow it to run on all of that user's personal projects the same way as if that user's space was a group.
