Environments dashboard: Indicate to users that removing/adding a project from one dashboard view, affects all others

Problem to solve

We need to improve the UI of the dashboard to let users know that all changes/additions made on Operations dashboard are reflected on Environments dashboard. Need to indicate when adding and removing a project from the dashboard.

Proposal

Update the UI text in the dashboard landing page from:

This dashboard displays a maximum of 7 projects and 3 environments per project. [More information]

to

This dashboard displays a maximum of 7 projects and 3 environments per project. The Environments and Operations dashboards share the same list of projects. When you add or remove a project from one, GitLab adds or removes the project from the other. [More information]

Out of scope

In the case of delete, consider adding a confirmation modal or updating the label to Remove from all dashboards.
