Merge Requests with no comments/discussions cannot be merged with 'block merging with open discussion' option enabled

Version: EE 8.14

0. Enable the "block merging until all discussions are resolved" feature
1. Create a new Merge Request
2. Attempt to merge the request without starting/resolving any discussions
3. Message states that request cannot be merged until all discussions are resolved

Since there are no discussions to resolve, (3) can only be worked around by creating a dummy/no-op comment and resolving it.
