Add a blank state for the GitLab Geo feature in the Administration panel
Description
When an instance does not have Geo, clicking on the Geo tab in the Administration Panel redirects to the License page, with a red message at the top:
As the users are redirected, they don't load the Geo tab at all.
Administrators who discover the Geo tab still have no idea what Geo is and how to get it.
Proposal
- Add a blank state for the Geo feature in the Administration panel
- The state shows
- a visual
- an explanation of what the feature is
- how to get the feature
