Geo: Move Wiki Sync to use SystemHooks

We still have a ~"technical debt" of the previous sync implementation in Geo (#76 (closed)), where we haven't moved Wiki Sync to use SystemHooks. We must migrate away from the Geo::UpdateQueue implementation, and remove any leftover.
