Allow admins to set Wiki as default project view

Feature Request for a Wiki to be enabled as the default project view. Right now we are using projects as wiki's but it requires the user to choose the project then select the view the wiki.

This is a two part request:

• Customers want the capacity to allow Wiki as the default Project view on a granular user/user basis.

• Customers want the capacity for a Project admin to enable the Wiki as the default view.

Update 2023-05-30:

We've accomplished part 1 of this request via Allow 'wiki' as default project view (!116276 - merged). Part 2 remains TBD.
