[Elasticsearch] Allow admin to search through all projects

Should be pretty easy to do by adding new bypass condition to https://gitlab.com/gitlab-org/gitlab-ee/blob/b671e84fc698194a1549450af0d3f63a00a44090/app/models/concerns/elastic/application_search.rb#L150
