Geo: Provide instructions for supporting SSL with PostgreSQL

The current Geo instructions (https://docs.gitlab.com/ee/gitlab-geo/README.html) make no mention of setting up SSL certificates to communicate between the primary and secondaries. This seems like an important piece of the puzzle that we should describe and make it easier to set up.
