Creating new milestone from new issue panel takes you away from creating the issue

When you're creating a new issue, you can set the milestone from the Milestone pulldown menu. There is an option to create a new milestone. Selecting this will take you to "New Milestone" page.

However creating the milestone does not take you back to the issue creation, but to the details of the new milestone. This can lead to losing the data you were inputting into the issue.

If you use the browser back arrow to go back to that screen, your data (theoretically) will still be there. However, a put forms in your stomach on the thought of your detailed and hand crafted issue description being lost 😄

Per #191433 (comment 1060382368), we're going to temporarily remove this ability.
