Comments on Epics do not show on User's activity feeds

The goal of this issue is to increase parity to issues and allow the users of epics to have their activity recorded while working on an epic.

Problem to solve
When collaborating on priority work items, I want to understand which items my team or I have iterated with, so that I may better keep track of discussions that need my attention.
Creating, managing, and interacting with Epics does not create a note on the user activity page. In the worst case scenarios this causes anxiety for users by thinking they may not have created an Epic properly, or making it more difficult to find their recent comments.

User experience goal
- There is parity between the way Epics and other similar objects like Issues behave.
- Users can interact with user activity pages to get breadcrumbs on Epics they or others have created or interacted with.
Proposal
Any interaction with Epics creates a note on the activity page. This should follow the same logic as Issues.
