Follow up: remove feature flag `cross_project_need_artifacts`

In %12.6 we introduced cross project artifacts dependencies(#14311 (closed)) and also unite DAG needs and dependencies: !20721 (merged)

In %12.7 we defaulted the feature flag to true: !22161 (merged)

In a couple of releases we should remove the feature flag if no issues are found.
