Allow self-managed to deactivate users after 90 days
Problem to solve
Currently, a self-managed instance administrator can deactivate users after 180 days. This proposal is to simply change that to 90 days.

For many customers, they need to block/deactivate users who have not logged-in for a while. For some customers, they have users that login once and never login again. Some customers are using the Block feature for this today, but the issue with Block is that it requires an administrator to unblock. Those same customers were very excited about deactivation as it offered a self-service reactivation. Currently, the deactivate user feature requires the user to be inactive for 180 days, which is half the life of the license. This is a proposal to change that 180 to 90 days as that is more congruent to a lot of organizations internal policies on user deactivation.
