Knative One Click should use GitLab Managed Chart

We should be using the gitlab managed knative helm chart for our one click deploys.

Definition of Done

• GitLab one click deploys get the knative helm chart from the output of https://gitlab.com/gitlab-org/charts/knative/ instead of the current chart
• Vendor this template if there are no licensing concerns or move it to a static hosting somewhere.

Notes

• Talk to the Configure::Orchestration team about where this should go in the new one click cluster management system
