Service Desk with Attachments

- This Issue originally stemmed from the inability to embed an image or attachment in an Issue description, comment, or response via Service Desk. John Hope, EM at GitLab, was able to confirm that images were able to display correctly on 2022-10-10, but attachments capabilities have not been created. The related Issue below focuses on attachments in specific.
